The mobile application should function offline.

In the event of the user being disconnected from data services, the survey should be cached locally and sent when the phone re-establishes a network or data connection.

If meta data is collected, this should be taken at the point of entry, for example, when the survey was started, as opposed to when the phone re-established connection.

The survey should be stored in the 'Drafts' folder of History until it is sent, at which stage it should be transferred to 'Completed'.
